On July 9, 2003, a hearing was held by the Commonwealth of Massachusetts Division of Insurance to consider whether the Commissioner of Insurance should approve the Commonwealth Automobile Reinsurers ("CAR") proposed increase in commercial motor vehicle fleet and non-fleet rates effective October 1, 2003. This proposal includes a recommendation to increase Limousines & Car Service rates by 61.6%.
Lawrence Willwerth, Chairman of NELA's Regulatory Committee, testified on behalf of NELA. He submitted, with his statement, an actuarial analysis performed by Milliman USA, and a letter from NELA to Julianne M. Bowler, Commissioner of Insurance.
